EuroHPC JU Multi-Annual Strategic Programme 2025

The EuroHPC JU MASP 2025 is Europe’s computational sovereignty blueprint. It transitions from a hardware-centric view toward an integrated HPC-AI-Quantum ecosystem, emphasising open access, energy efficiency, and real-world impact.

For OPENVERSE, EuroHPC represents the compute backbone of the European virtual-world stack — providing the AI Factories, sustainable supercomputing resources, and federated infrastructure needed to host, train, and operate next-generation immersive applications.

Strategic Orientation

Vision Statement:

“To maintain Europe’s leadership in High-Performance Computing, Quantum Computing and Artificial Intelligence through an open, federated, and sustainable infrastructure.”

Mission: Develop and operate the world’s most powerful and versatile open infrastructures for HPC, QC, and AI, accessible to academia, industry, and public sector.

Strategic Recommendations:

  1. Rebalance distribution of funding across pillars.
  2. Strengthen European sovereignty and technology autonomy.
  3. Improve coordination between EuroHPC JU and European Commission programmes.
  4. Define roadmap for post-exascale computing and key scientific & industrial use cases .

Policy Alignment:

Technological & Thematic Priorities

EuroHPC JU structures its work around six pillars + cross-cutting topics :

Pillar / Topic Main Focus (2025 update) Beyond 2027 Orientation
Infrastructures Upgrade petascale → exascale systems; deploy quantum computers; link HPC–AI–QC facilities. Shift focus from Top500 ranking to real-world impact; standardisation & QC certification .
AI Factories Deploy coherent AIFs with application and skills focus; AI-optimised architectures. Evolve toward next-generation AI gigafactories .
Federation & Hyperconnectivity Federate HPC with national infra and private clouds; link to Data Spaces & Edge sources. Integrate data management and storage in next EuroHPC regulation .
Technology (HW & SW) Invest in European chips (ARM, RISC-V), accelerators and software stack; build supply chain. Mandate European tech use in EuroHPC deployments .
Applications Support porting/optimising apps to HPC architectures; integrate AI and QC. Automate domain-app porting frameworks on EuroHPC platforms .
Skills & Usage Train HPC/AI/QC experts; support user structures. Grow diverse expert pool and stable career paths .
International Cooperation Collaborate with Latin America, South Korea, Singapore & Canada. Enable exchange of compute cycles with partners .

Governance & Ecosystem

Governing Bodies:

  • EuroHPC JU Board of Directors (Member States + EC + Private Members).
  • RIAG (Research & Innovation Advisory Group) and INFRAG (Infra Advisory Group).

Stakeholders: National HPC centres, AI labs, universities, industries, SMEs, defence and health actors.

Engagement Mechanisms: Regular updates of MASP (annual/biennial) and open calls for R&I projects.

Update Cycle: 2021 initial → 2023 update → 2025 edition → next due 2027.
